Saudi Arabia has introduced its inaugural regulatory framework for cruise ship operations, marking a significant step in transforming the Red Sea into a major international tourist corridor. The new measures align with the Kingdom’s Vision 2030 goals to diversify the economy and expand its tourism sector, as reported by the Saudi Press Agency.

The framework encompasses comprehensive safety, environmental, and passenger service standards designed to enhance investor confidence, optimise cruise line operations, and deliver a consistently high-quality experience for travellers.

International Safety Standards Essential

Passenger and crew safety are central to the new regulations. Cruise ships operating within Saudi waters are now mandated to develop detailed emergency response plans, conduct regular safety drills, adhere to global safety protocols, and ensure continuous crew training. Each vessel must also be equipped with comprehensive emergency medical supplies, trained medical personnel, and safety gear to meet international best practice standards and ensure preparedness for emergencies at sea or ashore.

Focus on Passenger Comfort and Rights

Beyond safety, the framework emphasises passenger experience, both onboard and at port. Operators are required to provide high-standard services in transportation, catering, entertainment, and reception. Moreover, service providers must establish efficient systems for managing itinerary changes, handling complaints, and providing timely information to travellers, ensuring a reliable and professional journey from start to finish.

Accessibility, Communication, and Basic Amenities

All vessels must guarantee passengers access to essential communications, legal support, and basic amenities such as food, water, and shelter during disruptions.
