Delhi Scraps Police licence Requirement for Seven Business Sectors, Highlights Delhi CM Rekha Gupta

Delhi exempts eateries from police NOC, easing business for restaurants. Move aims to boost investment, jobs, and streamline licensing under municipal bodies

In an important move aimed at easing business operations and reducing administrative hurdles, eateries operating in the National Capital have been exempted from obtaining a ‘no-objection’ certificate from Delhi Police. At a press conference in Delhi today, Delhi Chief Minister Rekha Gupta highlighted the state government’s commitment to promoting a more business-friendly environment. “This step marks a crucial step towards facilitating ease of doing business and open new avenues for growth in Delhi’s food and beverage sector,” said Gupta.

According to the order, restaurants in Delhi will no longer be required to obtain the Delhi Police Eating House Licence. The trades listed include “hotels, motels, guest houses, all eating houses or restaurants, swimming pools, discotheques, video game parlours, amusement parks and auditoriums” in Delhi. “The licensing process related to these business sectors has been taken away from the police and handed over to the municipal bodies and related departments. Union Home Minister Amit Shah has also been of the opinion that the police force should be freed from non-core tasks and its energy and resources should be focussed on law and order, security and crime control. Freeing the police force from non-core tasks in a highly pressurised metropolis like Delhi is in line with this policy,” said Gupta.

With this reform in place, restaurant operators, particularly small and medium-sized enterprises, will no longer have to navigate the cumbersome process of acquiring multiple clearances to run their businesses. By eliminating this requirement, the government not only aims to support existing entrepreneurs but also seeks to attract new investments in the F&B industry. Increased investments will, in turn, contribute to the Delhi government’s revenue through taxes, employment generation and related economic activities.

“Ease of doing business is expected from the order. The administration would ensure that on a unified licence portal, fire NoC, health trade licence and Delhi Pollution Control Committee (DPCC) consent order can be obtained. Industry is now hoping for a positive new excise policy,” she added. The step aligns with Delhi’s broader vision to enhance its appeal as a start-up and investment destination.
